Property Manager - Affordable Multifamily

Qualifications:
Education:
- A four-year bachelor’s degree is preferred.
- Experience in affordable housing management (particularly project-based Section 8) is preferred.
Designations:
- A professional designation (or candidacy) for Certified Professional of Occupancy (CPO) or Accredited Residential Manager (ARM) or Certified Property Manager (CPM) is preferred.

- Exceptional motivational skills and leadership abilities
- Language skills in Spanish and/or Polish is preferred
Duties & Responsibilities:
- The Property Manager is responsible for oversight and execution of the day to day operations and the fiscal management of the designated housing communities.
- Direct and/or indirect supervisory responsibility for the property operations including oversight of the maintenance and custodial employees.
- This position will report directly to the Senior Property Manager and indirectly report to the Vice President of Property Management.
Job Functions: (this list is not exhaustive)
- Prepare, review, and approve all applicant and resident certifications for adherence to the site’s resident selection and screening policy and the subsidized housing program.
- Responsible to regularly review all site operations for adherence to the subsidized housing program
- Maximize income through maintenance of high occupancy and reduction of vacancy and bad debt loss.
- Provide superior customer service. Design and implement resident relations events.
- Adhere to all HUD program requirement including but not limited to preparing for and responding to Management Occupancy Reviews (MOR) and NSPIRE Inspections (REAC).
- Market and present tours to prospective residents.
- Improve Net Operating Income (NOI) through revenue maximization and expense controls while maintaining the physical asset.
- Supervise, monitor, and process accounts payable including posting, coding, and approving all site invoices.
- Review monthly operating statements and explain variances, as required.
- Monitor and process all rent collections. Enforce residency guidelines, and lease enforcement.
- Institute legal action as required to ensure resident compliance. Supervise and monitor any active legal proceedings.
- Supervise turnover process (including move-in/out inspections, processing applications, and monitoring unit make-ready requirements).
- Regularly perform apartment inspections as well as common area inspections identifying physical needs of the properties while setting goals for service team members.
- Inspect and approve all work completed by maintenance staff and/or vendors/sub-contractors (in partnership with Maintenance Supervisor).
- Implement all corporate and property operating policies and procedures.
- Maintain company and regulatory standards for curb appeal and landscape enhancement.
- Provide quality judgment to reduce legal, liability, physical, and safety risks. Immediately address any potential liability or loss concerns. Prepare and submit reports as required.
- Investigate, prepare, and submit proper reporting of all accidents, claims, and emergency situations.
- Any and all other activities that the Senior Property Manager, Compliance Manager, Vice President, or owners may require.
